Havas Secures Place On European Commission’s Five-Year Communications Framework

Havas has been appointed to the European Commission’s newly awarded five-year Framework Contract, strengthening its role as a key strategic communications partner for European institutions. Under this mandate, Havas will support a range of communication assignments for the European Commission and its principal Directorates-General, working across EU Member States and beyond.

Notably, Havas is the only France-based European communications group selected for the framework, reinforcing its position as a leading authority in large-scale, pan-European strategic communication. The appointment builds on Havas’ long-standing relationship with the European Commission, following several successful communication initiatives delivered in previous years.

Guided by its philosophy of “Thinking Europe, speaking to Europeans,” Havas brings together its extensive European agency network with international expertise to deliver integrated communication solutions. Coordinated by Havas Paris, this model blends continent-wide strategic alignment with strong local market understanding, ensuring European policies are communicated in ways that resonate meaningfully with citizens.

To meet the growing complexity faced by public institutions and international organisations, Havas will deploy its integrated operating model that combines strategic consulting, creative capabilities and media expertise. This is further reinforced by H/Advisors, the Group’s global strategic advisory network supporting reputation management, influence and public diplomacy, and by the Converged.AI platform, which unites advisory, creative and media talent to deliver coherent and measurable outcomes at scale.

Through the framework contract, Havas will contribute to communications around major European public policies, including employment, justice, health, defence, and economic and social transformation, as well as the protection of freedoms, shared values, and the rule of law. In an increasingly fragmented and mistrustful media environment, the Group aims to promote clarity, foster informed dialogue, and strengthen cohesion across Europe.

The appointment also highlights Havas’ strong European roots, reflected in its Paris headquarters, Amsterdam Stock Exchange listing, and a deeply embedded agency network across the continent. Combined with its global footprint, this positions Havas to operate effectively at scale while remaining sensitive to local contexts.
