Refinery89, the AdTech leader specialized in optimizing boutique publishers’ inventory and connecting it to premium advertisers, welcomes Julien Mosse as their new Chief Revenue Officer to lead global revenue growth and international expansion across their key European and Latin American markets.
Julien will oversee Refinery89’s Publishers, Brands & Agencies, AdTech Partnerships and Marketing divisions, leveraging revenue growth opportunities in line with the company’s vision to expand into high value markets.
Julien’s career has been defined by scaling high-growth digital advertising organizations and driving profitability, including leading global operations at Ligatus and then Outbrain (now Teads) as well as demonstrating his entrepreneurial side as the founder of Edisound, a pioneer in podcast distribution. He brings deep expertise in building cross border sales organizations, strategic Merges and Acquisitions (M&A), tech partnerships, and delivering performance across complex media landscapes.
“I am incredibly proud to partner with our founders Hugo, Rob, and our investors at Capital D, as we embark on Refinery89’s next chapter. The amazing vibes and deep talent within the current team are the perfect foundation for the rapid international expansion we are now accelerating.
What truly sets us apart in this consolidating market is the sheer solidity and power of our AdTech stack, which allows us to deliver unparalleled performance and transparency. With our premium exclusive inventory and strong institutional backing, the potential for both organic growth and strategic M&A is immense. I look forward to driving this vision forward and cementing Refinery89’s position as the definitive global partner for premium publishers and brands.” – says Julien.
In recent years Refinery89 has executed an ambitious roadmap to become the leading independent publisher network in Europe and LATAM. This growth is underpinned by a reinforced C-suite: following the integration of a new CFO (Rens Koning) in mid-2025 to steer the company’s financial scaling, the arrival of Julien Mosse as CRO signals a new era of market expansion. Together with the teams, they are accelerating Refinery89’s global footprint, deepening technological partnerships, and scaling innovative solutions for publishers and advertisers in a consolidating global market.
“Refinery89 is built to scale, and Julien knows how to scale,” said Hugo Welkers, CEO of Refinery89. “Julien’s appointment is an important step in our global growth strategy. As we enter a decisive phase of international expansion, his proven ability to scale revenue, build high-performing commercial teams across borders, and navigate the complexities of both Publisher and Brand & Agency environments makes him the ideal leader to accelerate our growth across Europe, LATAM, and other premium markets worldwide. Besides his impressive track record, Julien is just a great person to work with both personally and professionally, so there was this immediate connection!”
As a Google Certified Publishing Partner highly dedicated to meet the top industry standards, Refinery89 looks forward to continuing to build strong relationships with both web and in-app digital publishers. All while providing brands with exclusive access to relevant audiences through premium tech and groundbreaking frameworks such as their Brand Building Outcome solution for enhancing campaign impact. Julien’s ambition further reinforces Refinery89’s commitment to delivering high-quality, innovative and scalable solutions for their clients and drive revenue growth.
